Building Condition Report in Oslo

A building condition report gives both seller and buyer a complete overview of the property's technical condition. The report is prepared under the Norwegian regulations on safer property sales (forskrift til avhendingslova) and is in practice mandatory when selling residential property in Norway.

What is inspected in a building condition report?

The surveyor examines the property systematically. Every building element is assessed and documented with condition grades from TG0 to TG3 (tilstandsgrad 0 to 3).

  • Roof and facade — Roofing material, flashings, cladding and sealing around windows.
  • Wet rooms — Moisture measurement, inspection openings where relevant, and drain condition.
  • Basement and crawl space — Moisture, drainage conditions and potential radon.
  • Electrical installation — Visual assessment and inspection of the consumer unit.
  • Interior — Floors, walls, ceilings, windows and doors.
  • Exterior — Drainage, ground slope and external structures.

Condition grades: TG0 to TG3

Each building element receives a condition grade (tilstandsgrad) indicating the severity of any deviation from expected condition.

  • TG0 — No deviations. The element is in good condition.
  • TG1 — Minor deviations. Normal wear that does not require action.
  • TG2 — Significant deviations. Should be rectified to prevent consequential damage.
  • TG3 — Serious deviations. Requires immediate action or further investigation.

Grades TG2 and TG3 trigger a cost estimate in the report. This gives the buyer a realistic picture of what work is needed.

Mandatory drilling in wet rooms

Inspection openings from adjacent rooms can reveal signs of moisture in the construction.

The Norwegian regulations on safer property sales may require inspection openings for wet rooms where relevant. The opening is normally made from an adjacent room to carry out moisture measurement in the construction behind the wet room. A hole saw with a minimum diameter of 73 mm is used, and the opening is sealed after inspection.

Many moisture problems are only discovered through drilling. Without this check, hidden damage can remain undetected until it becomes far more expensive to repair.

NS 3600 serves as the underlying technical standard. Together they ensure consistency and quality across all reports, regardless of who carries out the survey.
